The public Right of Way or ROW includes all City-owned streets, curbs, sidewalks, and drainage features. If a contractor or landowner wants to make modifications or additions to their property that will either intersect with the ROW or are located within the ROW, they must obtain a ROW permit prior to beginning construction.
