The public Right of Way or ROW includes all City-owned streets, curbs, sidewalks, and drainage features. If a contractor or landowner wants to make modifications or additions to their property that will either intersect with the ROW or are located within the ROW, they must obtain a ROW permit prior to beginning construction. Apply for ROW Permit on Citizen Serve.  To see a list of permit fees, download the Right of Way Permit fee schedule

For contractors replacing, repairing, or paving streets within City limits, view the asphalt specifications with the link.
