Public Notice
On or about Feb. 18, 2026, the City of Sierra Vista will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds for the Henry Jones Legacy Park (Phase 1) project located at 1 Fab Avenue. Residents can read the full Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds and have until Feb. 18 to submit comments. Written comments may be submitted to the City of Sierra Vista Department of Community Development, Attn: Matt McLachlan, 1011 N. Project Proposals
The City of Sierra Vista is soliciting project proposals for the Program Year (PY) 2026 Community Development Block Grant (CDBG) Annual Action Plan, which begins July 1, 2026. The City anticipates receiving approximately $250,000 in CDBG funding from the U.S. Department of Housing and Urban Development (HUD).
In accordance with HUD’s Citizen Participation requirements (24 CFR Part 91), the City invites service providers, public agencies, and community organizations to submit eligible project proposals addressing housing and community development needs within the City of Sierra Vista.
All proposed activities must meet at least one of the following CDBG national objectives:
• Benefit low- and moderate-income persons;
• Address an urgent need posing a serious and immediate threat to the health or welfare of the community where other funding is not available; or
• Prevent or eliminate slum and blight.
Eligible activities may include, but are not limited to: housing rehabilitation, public services, neighborhood and infrastructure improvements, public facilities, recreational improvements, beautification, property acquisition, and blight removal, consistent with HUD eligibility requirements. Download the PY 26 CDBG Funding Application. Finished applications should be emailed to Matt.McLachlan@SierraVistaAZ.gov or submitted at City Hall no later than Friday, March 6, at 4:00 p.m.
To assist potential applicants, the City will hold the following meetings and hearing as part of the PY 2026 funding process:

The Sierra Vista City Council passed the PY 2025 Annual Action Plan for Community Development Block Grant (CDBG) funds at its meeting on June 26, 2025.

Sierra Vista’s Participation in the Program
The City of Sierra Vista is a participating jurisdiction in the Community Development Block Grant (CDBG) Program of the U.S. Department of Housing and Urban Development (HUD).
The CDBG program distributes federal funds to states, counties and urban cities to fulfill the goals of the program to:
- Provide decent, safe, and sanitary housing
- Provide a suitable living environment
- Expand economic opportunities principally for low and moderate-income persons
The City Council approved the City’s first Five-Year Consolidated Plan in 2014 to identify the community’s needs, resources, priorities and procedures for managing the CDBG program. In addition, each year City Council approves the current year’s Action Plan, which includes objectives and outcomes identified in the plan, an evaluation of past performance and activities to be undertaken in the next year.
The City’s first Analysis of Impediments (AI) for Fair Housing Choice was completed in 2014. The AI helps build public support for fair housing efforts providing essential, specific, and detailed information and data to municipal officials and staff, policy makers, housing developers, lenders, and fair housing advocates.
Five-Year Consolidated Plan
The City's Community Development Department has completed the planning process for the 2019/2020-2023-2024 Five-Year Consolidated Plan. The plan identifies goals, objectives, and strategies for addressing housing and community development needs, including those of homelessness and other special needs populations. The City will receive an annual allocation of approximately $260,000 in Community Development Block Grant (CDBG) funds to bring the plan to fruition.
The plan focuses on four major areas: Housing, Homelessness, Non-housing Community Development, and Non-homeless Special Needs.
