For your safety and the safety of your fellow riders, please follow the rules below. For more complete information on any rule, please read the Ride Guide Booklet which can be found in English and Spanish or by picking one up at the Transit Center. 

Failure to adhere to the riding rules may result in a written warning followed by suspension from Vista Transit for two, seven, 14, or 28 days, or indefinitely. More information on disciplinary actions can be found in the full Ride Guide booklet or by calling (520) 417-4888.

Service Animals and Pets

  • Under Department of Transportation (DOT) Americans with Disabilities Act (ADA) regulations at 49 C.F.R. Section 37.3, “service animal” is defined as “any guide dog, signal dog, or other animal individually trained to work or perform tasks for an individual with a disability, including, but not limited to, guiding individuals with impaired vision, alerting individuals with impaired hearing to intruders or sounds, providing minimal protection or rescue work, pulling a wheelchair, or fetching dropped items.” DOT ADA regulation 49 C.F.R. Section 37.167(d) requires transit entities to permit service animals to accompany individuals with disabilities in vehicles and facilities. 

  • Service animals are required to be leashed or harnessed except when performing work or tasks where such tethering would interfere with the animal’s ability to perform. 

  • All other animals must be contained in a leak-proof carrier, unable to escape. 

  • All animals must be declared to the bus driver at the time of boarding.

  • All dogs, including service dogs, must be licensed with the Nancy J. Brua Animal Care Center or another animal control entity.  

  • For animals that do not receive a license, proof of vaccination status is required. 

  • Quick Board Pet Cards are available from the Transit Center, with proof of licensure or vaccination status, valid until vaccines expire. 

  • Pets must be behaved, contained, and under control. 

  • Any animal, including a service animal, observed as being hostile may be prohibited from riding in the future without further notification. 

Bicycles

• Bicycles may not be brought into bus—bus mounted bike racks are free to use

• Remove bags and loose items from bicycles

• Pedal power only, no gas/electric equipment

Food

• Food containers and bags may not be opened

• All food and drinks must be tightly secured

• Beverages with spill-proof lids and caps only

Handicap Access

• Wait until ramp is fully deployed before getting on and off

• Mobility devices must be secured by driver

• No bags may be secured to mobility devices, including walkers

• Wheelchairs and walkers must be folded when not in use

Safety Hazards

• Aisles must be clear from all objects that cause a trip or other hazard

• Any rolling items must be folded and secured

No combustibles or explosives of any kind

Courtesy

• Offensive hygiene or unsanitary actions are not allowed

• Disruptive or abusive behavior will not be tolerated

• No smoking or vaping on the bus or within 20 feet of the bus stop.

Shopping Carts & Bags

• Carts, luggage, and other large items must be secured from tipping or rolling

• Carts may not be larger than carryon luggage and may not be wider than a bus seat or extend more than 4 inches from your feet

• Shopping bags must be contained within your personal space and unable to spill the contents

Children

• Children 12 and under must ride with an adult

• Babies must sit on a lap—strollers must be folded and secured before boarding

• No diaper changing

Violators may be subject to arrest, fine, or exclusion from any or all vehicles and facilities. Vista Transit has the right to refuse service to anyone not complying with these rules.
