Established in 1980 by Resolution 615, and under the authority of Arizona Revised Statute § 11-981. The purpose of the Trust is to oversee the City’s self-funded employee health insurance program in areas related to the financial operation, benefits, eligibility, and general administration of the trust. The Trust has five (5) members serving staggered three-year terms, one of whom shall be a member of the City Council, and one of whom shall be a full-time City of Sierra Vista employee. The Trust Agreement calls for semi-annual meetings to review the transactions of the fund.

The Employee Benefit Trust Board meets on an as-needed basis.

The Municipal Property Corporation (MPC) was established September 11, 1980 by Resolution 578 and Articles of Incorporation. The purpose of the MPC is the financing of the cost for acquiring, constructing, reconstructing or improving buildings, equipment and other real and personal properties suitable for use by and for leasing to the city of Sierra Vista, its agencies or instruments.

The board consists of five members appointed by the City Council to staggered three-year terms.

The Municipal Property Corporation holds an annual meeting on the first Tuesday in November, or as needed.

The Fire Pension Board was established by Arizona Revised Statute (ARS) 38-847. The board is made up of five members, consisting of the City of Sierra Vista Mayor, who serves as chairman, the Human Resources Manager, one citizen appointed by City Council to serve a four-year term, and two Fire & Medical Services members, who serve four-year terms. The board is responsible for determining eligibility and service credits; the amount, manner, and time of payments of any benefits under the system; and to request and receive from the employer and members information necessary for the proper administration of the system and forwards such information to the PSPRS board of trustees.
