At its regular meeting on Thursday, the Sierra Vista City Council approved the updated Vista 2040 General Plan, moving it forward for consideration by Sierra Vista voters in the Nov. 3 General Election.
The General Plan is a broad planning document that outlines the vision for the community over the next 10 years. Its adoption does not amend zoning, approve development projects, authorize construction, increase taxes, or appropriate funding.

In other business:
- The City Council recognized the 2025 Sierra Vista Fire & Medical Services award winners.
- Council approved the acceptance of a Stonegarden Grant in the amount of $193,503 for mileage and overtime reimbursement for joint border security operations.
- Council approved the acceptance of Tucson High Intensity Drug Trafficking Area (HIDTA) Grant Program funds in the amount of $6,553 to reimburse the City for an ATV purchased in 2025 while working a joint fraud investigation with Homeland Security Investigations.
- Council approved an Industrial Development Authority bond for PLC Charter Schools Project.
- Council approved a settlement agreement in the matter of Flynn v. City of Sierra Vista.
